The architectural and urban design planning competition began in mid-August 2024 and was launched Europe-wide by the Senate Department for Urban Development, Building and Housing in close coordination with, and on behalf of, the Berlin-Mitte district. In the first phase of the open competition, 157 planning teams submitted their ideas and concepts for the new town hall. In December 2024, the jury selected 20 entries from this wide range for further development in the second phase. The interdisciplinary teams in this phase included architects, landscape architects, and specialist planners for structural engineering and building services.

The new town hall will be built on the northern part of the Haus der Statistik site and will play a key role in shaping the future character of the district. The building will include public areas such as the citizen service center foyer, a library, a cafeteria, and multifunctional spaces for temporary exhibitions, as well as semi-public and non-public areas for the administrative departments of the Berlin-Mitte district office.
